In my unit, I know of people who went into the black market for 'selling' duties as well. They had to be careful not to get caught, though. A bustling black market in Duty-buying soon arose. Illustrated to me first hand what a free market is. During, NYE, CNY, prices were steep! One of my friends was even talking about offering a package - $X for y amt of duties over a period of time.
Excellent system I must say! Those who are there might be more motivated to be there because they are being paid extra, and those who really do not feel like being there have a way out!

One guy sold his duty to another guy for $250 and was somehow found out. They both got 14 days' RP.
