Uh... dude? The other name for potassium permanganate is potassium manganate (VII). Foot Rot is a vetinerary terminology. It happens mostly in domesticated animals like cattle and sheeps where their feet are always exposed to mud.
The "foot rot" that we experience in SAF is actually caused by the same process as how we get "athlete's foot". It is just that in SAF, we are more exposed to various types of fungus.
