I think it's more of a case-to-case basis. If you got into DB for just a few days for offences like speeding your landrover or something (extremely harsh, I say), then I don't think the local unis aren't going to let it stop you from enrolling. After all, I've heard of how NUS has given ex-convicts a second chance after spending time in civil prison.
Of course, if you were thrown into DB for a few months for things like rioting and causing grievous hurt, then the university admin might have to review your case first before deciding on whether to allow you to enrol. I don't have proof of all this, but I suppose that ought to be the case.

but I do support the second part though, even if it's not true, I have nothing against gays mind you ... but there'll be some fuggers who'll abuse this loophole, declare themselves gays to wiggle their way to come cushy posting, then conveniently "revert" their sexual orientation after NS ....
I also heard of some champion who got himself declared PES F and out of NS obligations, but was "magically" restored to full health a few months after ... but that's another story ...
