The SPF and any non-mindef organisation have no jurisdiction inside mindef premises. U have a point, there is no clear line. But there is some form of a line when Mindef is concerned. Because police got jusrisdiction in Singapore. like Ops Manhunt is a police operation essentially, just that its conducted on Military grounds.

Assault, if eg, camp guard has to use force to bring down an intruder, no problem lar, cos in the line of duty wad.
Otherwise, all other offences, eg, AWOL, treason, misfiring, non-compliance, are military, and will be handled by military courts, or by JDO, or SDO...
Eg, Murder case in camp. Police will come in to investigate. Absolute aurthority to secure crime scene etc. Mindef would have to cooperate with police to do that.
Police will enter camp with arms if needed to. Eg, hostage situation in camp, hostage taker is armed. Camp guards are not trained to handle this kinda situations, so the police will take over the situation.
Hahah, got another more interesting question. Can ISD officers enter camp with firearms without prior notification?
