ive been there to witness the changing of guard ceremony this month , saw the two guard was like changing position about every 30 sec , wat was that for ? for show ? i see they 30sec hold rifle , 30sec put rifle on ground ....

My theory is....
because this is a tradition adopted from UK.. the guards in UK does their "Officer of the day" on horseback.
My speculation is that the Officers are inspecting around his men for the last time before mounting/dismonuting from duty. -

The MP SPD squad will perform the precision drill using SAR 21 eventually?
Now that they use functional M16 for SPDS, many of the stunts are phased out, especially those you bounce the rifle on the ground. -

If you are referring to the 'guards' in No. 1, nothing they can do.. They got no authority to perform arrests as they are only Military Police.
Also, the police there would also probably radio in for assistance and not participate to prevent the crime, for the crime could be a diversion for an attack on the Istana. They already have firm protocols on how to react given different circumstances. -

as MP is under support arms, don't think they'll be switching to SAR21 yet. -
THe guards are on 24hrs spottable ... I guess they are only there as long as the Istana gates are open right?? (Eg, midnight, Istana gates are closed, no guards stand there, sercurity behind the gates )
