  My boots insoles seem to disintegrate in a patch of sand any method to clean it?

  Throw the insole away. The emart sells replacement insoles. Or if you wanna spend the money, beach road or the various army supplies shops scattered around Singapore do as well.
  
  As for getting the crap out of your boots... Hot water rinse.
