Because the "A-series" paper follow the ISO standard. In paper, there are the A, B and C standards. Followed by American Letter/Legal size.
The ISO 216 standard states that the A0 is one square metre paper with a ratio of 1 is to Square Root of two. A1 will be halve the length retaining the height.
A2 will be halve of A1's length retainined the height.. A3 will be half of A2 same height and so on.
As for photographs, it is just a standard where every increment you add an inch to the dimension...
4R = 4 x 6 5R = 5 x 7 and so on.
Please note the "R" standard seems to be found in Asia only
