There are those who became technicians in the first place not 'cos they chose to but 'cos of injuries. Before that, they may be Presidents or Vice Presidents of their clubs or in leadership positions.
Just 'cos they didn't go thru' SISPEC, does that mean that they lack leadership potential to become commanders? -

I know many tech specs who do much more work than those chong sua, they work everyday, get dirtied everyday... they totally deserve their pay...
i tink they should cut off combat pay becoz some dun even chong sua, dunno y get combat pay (RP, MP, Instructors).... this includes those officers too...

That's true. I know of combat trained 3SGs drawing combat pay when they are working as clerks in an office. They are not downgraded. We need this nonsense to end now. Some of my fellow tech specs and mechs are capable of leadership, sometimes much more than those Instructors in BMTC.
So, everyone's got their talent, and for goodness sake, let's end this argument here.
The Army does not run on one single vocation, and without Logistics and Engineering, no combatant will survive because there is no forward replenishment of vitals. -

okay... just to provide further info on the new approved changes...but until the official comprehensive document is out (GOM/Directive), all these info is only meant FYI at reading pleasure. only those enlisted in late 2005 batches onwards are eligible, these include:
At CO's discretion through S1 Br:
1)
- All men eligible for CPL, regardless of education level. Time norm still apply: (earliest promotion time: Combat: 12months, Svc/Tech: 15 months from DOE.) ; at unit quota.
- Reintroduction of CFC (Corporal First Class) [last seen in the 1980s?];
criteria:::
--> attainable from the 18th month from DOE (Combat/Svc/Tech)
--> based on unit assessment and quota. e.g. commander's recommendation?
--> only top 20% of CPLs in the unit are considered (even top 20% also still need to pick)
2)
PES E enlistees can be CPL in 15 months, same as with the PES C enlistees. Last time, PES E can be CPL only from the 18th month from DOE.
3)
Best Performing 3SGs are also be considered to be promoted to 2SGs earlier after completing the PS course.
4)
Best Performing 2LTs of the unit (maybe top 10%) can be recommended to CO to be promoted to LTAs a few months earlier. The rest of the 2LTs will still stay the same as present system: to be promoted to LTA only nearing their ORD.

Of course, even if the official documentation is published, it is still up to the unit to implement the changes. Eventually, it is the S1 br personnel who are doing the paperwork. -
