Overseas Bases are Confidential level.
but SAF got into quite a mess because too many personnel went to the overseas bases to not keep it at confidential level.
But as things stand they are still confidential officially.
However, there had to make some directives Restricted level to explain to ppl that making overseas bases public is not good for SAF's image.

Therefore, if you notice, in the SAF, it's about keeping something on paper, and something else in reality, until it becomes uncomfortable, then it reverts to it's paper status.
And one more question, no one can stop the mention of such locations by the host nation's citizens, we can do jack nuts.
