If saf owns a fleet, the responsibility of maintaining falls on them. this way, SAF can't do what they are supposed to do (fight a war).
if they lease the fleet, maintanence falls on the owner instead.
also, SAF will be more flexible in the number of vehicles they want.
Lease more when time needs it... return when don need.
