To go overseas, service personnel MUST take leave OR off if the overseas travel is for non-service related reasons.
Service personnel's leave or off does not equate to having an exit permit which must be applied separately.
Some units insists that you apply leave even if you actually don't need to.
On foreign MCs, there is a directive that permits service personnel to submit foreign MCs. But it must clearly bear issuing clinic, address and doctor's name. Doctor must be registered to practice in that country (duh).
