civil defense questions...?

  how does it compare to army and police etc.? in terms of workload etc.
  
  do they only post ppl with bad academics to it? no offense, thats just what i heard from 1 of my friends.but then again i know a guy from jc who went into Civil def anyways

  army deals with warfares,
  police deals with home affairs.
