In the past they still stay as corporal as they did not clear the veto factor and thus recourse.
Recently, beacuse of the NS cut, most units try to reduce recoursees, so maybe his case is that he did not clear a veto factor and thus can't be promoted but Sispec can't recourse him either.

In the good old days, of which I was a part of it, the SAFINCOS ( Sispec's predecessor) section commander "graduation" rank was Corporal. Those who failed SOC , IPPT or some other major test will not graduate as CPL. They will be given Lance Corporal. They cannot attend the passing out ceremony ( which is a form of punishment).
