Come, let's speculate what lame excuse COL Benedict Lim gonna say this time...
My speculation...
While we appreciate Mr Ang's commitment to ICT, we sometimes do have sudden unforeseen eventualities that would require ICTs to be cancelled.
MINDEF decided to cancel the ICT due to (enter lame excuse here, e.g. Haze)
We apologoise to Mr Ang for the inconvenience he experience but Mindef at the same time would like to remind citizens that ICT remains forefront above NSmen's personal life... bla bla bla.

Briefing and jab given, then ICT cancelled
I AM writing to express my dismay at being notified of the cancellation of my overseas In-Camp Training (ICT) only one month before it was to start.
Just recently, I had attended a pre-ICT briefing, as well as gone for an inoculation. Hence, I was very surprised when I was informed of the cancellation.
I called up Human Resource Centre and my unit. It took them approximately seven hours to confirm that I was not required to do ICT.
I have always believed that every NSman should do his part for the country. Hence, even though I had just started working for a new company, I decided not to apply for a deferment.
Because of the ICT, I had postponed the renovation of my flat.
Much personal and family time had also been spent settling administrative matters relating to the ICT.
NSmen are also civilians with day jobs and other commitments. If our service is not required, Mindef should not send out ICT notices only to cancel them later. This causes much inconvenience.
Moreover, going for the pre-ICT briefing and inoculation are a waste of our nation's time and resources if, at the end of the day, the ICT is cancelled.
I would like to stress that I am not against national service. I just want to highlight NSmen's plight.

Hmmm,actually if cancel because of haze also quite ok,at least it for health reason.
Hhaha got ict also complain,no ict also complain but then can understand why Mr Ang not happy ,as the reply are slow,plans have to change.Should improve the service better since they are taking taxpayer money.
As for col lim reply,hahaa aga aga some usual reply,just cltr c cltr V one loh,standard one lah. -

what haze are you talking about?
unless its Brunei.. maybe, only maybe they are affected by haze. -
Back in 2001, 1 of my camp mate had the similar situation .. went through all the shxts of pre-briefing and injection which resulted in a fever, did not went to Thailand eventually ...
I presumed many NSmen kana like dat but did not voice out. -

Looks to me like a clear cut mindef fault and that resulted in his inconvenience.
COL dict will try to save some face for mindef and then proceed to apologise for the inconvenience caused. Then he will thank the CPL and mention that MINDEF values such feedback.
Oh sorry, it's not him drafting the letter. It's done by one of his kah kia from Public Relations dept, vetted by the head, then submitted to him for a final read-thru.
Cut and paste also need some skill yeh. -
Not bad that he got a month's notice.
Just wondering who he calls at the Human Resource Centre and his unit. Does he expect everyone to know whether he is taken off the list for ICT ?
He should be grateful that the guys he called bothered to find out and give him a confirmation within such a short time. It is not as if he is leaving the day, and must have an immediate answer.
If he has received an official letter to advise him about the cancellation, why is he seeking a verbal confirmation ? -
Well overseas ict trip have a tendency to be cancelled?

he must have told his friends that SAF is sending him for a holiday for his dedication to national service ........... and he is now disappointed

singaporeans really like to complain for the sake of complaining.
is it unreasonable to inform him of the cancellation one month before the ICT?
is the haze not a good enough reason for the cancellation? -
I think this is a case of poor communications. No NS man will fault Mindef, if Mindef had been pro-active and sent a short memo to the units concerned to explain the last minute cancellation.
I am sure there was a good reason... reasons that happened to me in the past for ICT cancellation include:-
1) Haze
2) unfavourable situations overseas
3) SAF assets that were to support the exercise were deployed elsewhere
If you tell the people ( no need to go into details if the reasons were like the last 2 above) , then most will be happy. Afterall, natonal security and the welfare of our troops are both important. -
i have a question. if let say a ICT is cancelled. will it still count that u have attended that ICT and minus off 1 from your 10 years cycle?

my dy saw the forum letter and quickly got me and my fren to check his unit. heng not under my unit, if not we today in for a 1 x good one.
anyway 1 of the sub-unit of my fmn almost didnt go overseas to india also. cuz there were rumours of political unrest bla bla bla. -
The problem may have resulted from this situation :
Unit needs to send 400 men for overseas training.
Unit has 480 men.
Who to leave out? CO & S3 cannot decide so call everyone to go.
S3 say last minute sure got a lot of deferment requests so call more people never mind.
1 month before ICT, deferment requests exceptionally low. Jia Lat. What to do?
CO & PSOs have Pre-ICT co-ord and decide to leave out those people who are
1. always slacking, jia juah type
2. non essential personnel,
3. trouble makers
4. anyone else who cannot contribute to the unit getting REDCON 1
This happen to my last overseas ICT, we realised that the trouble makers did not go overseas with us even though they turned up for the ICT briefings. -

Best way is to keep them for local ICT for 7days.
Do GD work, clerical work, wash vehicles etc..... The parent unit RSM will be happy to have peoplep
This way, they also clock 1 ICT and still can MR with their peers who went overseas. -
I admire him for him being patrotic to the country. But in these days when the MPs and the elites are making big bucks and owning most of the properties in Sinkapoor, it is quite fool-hardy of him to realise that serving the "country" is PATROTIC. My friends' overseas ICT cancel due to budget reasons.
But in this case, i think if the Overseas ICT is to Thailand, then i think its because of secuirty. -
