We just took it to mean the total hours of activities conducted against the total of hours the said soldier participated.
E.g. so say Weights training is a total of 60 hours in the 9 weeks BMT. and he monitor his attendance, so 75% would mean 45/60 ohurs.
at end of the BMT, we have to total everything, and see if he met the 75% requirement.
