  The President has always been the RO for Commissioning Parades (if i'm not wrong). The witnessing officer is Defence Minister Teo Chee Hean. PM Lee and his wife are guests for the occasion.

  Negative. More often than not the Prez is only the RO for one of the 4 commissioning parades each year. The PM, DPM and Def Min get a rotation of that duty as well.
