  but this hotline is like useless , every year there is ppl that cannot take the trainin and lost their sanity .

  The hotline cannot be faulted for people going insane due to training.
  I think the role of the hotline is to lend a listening ear, if soldiers cannot find one. I don't think the hotline feedback will influence the training requirement.
  
  Its like any other hotlines, just listen to your problems. Nothing else.
