ORD: Holding List = HL = "On Hold" Status?

  I completed a reservist conversion course about 6 months ago.
  
  When I login to www.ns.sg and check under the "My Unit" section, it says site under consturction.
  
  Does that mean I am still on a holding list?

  nope just meant that the website is under construction, nothing to do with holding list.

  Holding List means your unit is too cheapo or too technologically backward to create a website.

  tot holding list mean that you are not allocated to a unit yet...
  
  basically because you may be in IHL or university, etc, such that you are "postpone" from your NS duties or due to your company posting you overseas for 1-2 years etc, such that they put you in holding list, until you come back then decide where to put you?
