Singapore has gone to eServices, nobody picks up the phone anymore. Not every country can accept high efficiencies. 1 automation and 1 highly efficient person may mean several people losing their jobs. More jobless people means more political problems.
Also, our Civil Service people are not courteous. They are not trained to give and accept gifts as a basic courtesy. Some may even look upon these simple friendly gestures as bribes. Do they know that the countries Singapore can export the 'expertise' to practices lots of courtesy ?

SAF has become very uncaring and sometimes i really wonder how they do the ranking and how they chose those who can stay on in the force when it is so clear to those on the ground who are those who only use "EYE"power and who really do work.
But sad to say, all those staying back are those who only uses"EYE"power. Some of those who stay are even partially deat or don't even have proper education...
Sigh...

Senior officers serving in higher HQ if you are in these forum, i appeal to you to really go to the ground and "listen" and "see" un invited. When you guys announce your visit way in advance, all the cover up would have already taken place. So all you people is a only what is rosy. But the true picture?

I've seen some back stabbers and arrow kings in my unit who get credits from jobs their guys are doing still going strong. Why? Wayang kings. Officer corps and WOSEs, all included.

Another thing is the SAF is about fighting but in the SAF there is no real way to measure performance - that I suspect is why there is such enthusiasm for nonsense like ISO; the officer gets to show demonstrable changes and that is something that civilians understand.
TBH, having had some experience of the process, I think its all BS. Basically, anyone fool can do it and you do not need any sort of management prowess. -
