NSF Payday - Monthly on the 10th

  why NS allowance is always given on the 10th of every month?
  
  why must be 10? why not like last day of the month, or 1st or 2nd day of the month? why must be so special?
  
  Then i wonder do regulars also receive their pay on the 10th?

  Yes, DXOs, regulars also all get on the 10th. But strangely, the "prize" money from suggestion forms handed in, go in your bank account like within 2 days.
