No. Corporal punishment has been banned. Regardless if the ncc cadet is under you or you are just a passerby or watsoever.
If you pump him (or any other kind of physical punishment), should he lodge a complain to HQ NCC, the school or MOE, there will certainly be an investigation.
SAF will then surely come after you.
HQ NCC has been very strict regarding such punishments on their cadets by anyone.
Remember, they may wear the same uniform but they are not SAF personnels.
Yes, CLTs had been stripped of their ranks when the district commanders heard about them implementing punishments on cadets.
Commandant NCC (a LTC) is very very very strict about such stuff.
