Being obese (mild / moderate / morbid), the recruit is subjected to be more prone to heat stroke, dehydration then normal recruits, plus their physical fitness wouldn't be that good. Running like no tomorrow will only endanger the recruits. Progressive training is planned. BP training program is targetted at losing weight, not totally on fitness training. That is why their exercises have lesser varieties but more repetitions.
If you are pes BP there is really no need to exert yourself before getting into BMT. Depends on your motivation: Get fit? Then get exercising.
