I have been folding like that all the time after discovering that the double layered cloth at the elbow area was switched over to face out. I thought this could have come out from USMS or WITS. Its very practical. -

I told my superiors I don't know how to fold the old method without taking off my uniform, and maybe it makes sense to them. -
