  3SG possible depending on local promotion. I think highest possible estab rank is actually CPL.

  IIRC, PES E servicemen do not even need to serve reservist training.

  3rd SG=go to SISPEC and pass before can promote right? But PES E already not combat fit, cannot do IPPT (Excused from IPPT), then how to go SISPEC and train?
  
  You mean they go SISPEC and have no physical excercise, no IPPT, no nothing? In fact PES E cannot bear arms at all right? (Even PES E9L3 as well as E9L9)

  Service Vocated 3SG's do not go Sispec la...
  
  They are trained in their respectives vocated courses...

  3SG. Admin Specialists or Project Specialists. These are rumoured to be usually PES E NSFs who are not eligble for SAFOS scholarship based on their PES status, but their grades are probably equivalent to those chaps.
  
  Project Specs can be found in CMPB.
  
  I have heard of one Admin Spec getting 2SG just before he ORD.

  What is the criteria to be admin specialist? Is it true those servicemen ranked CFC need to go for basic admin spec course?

  CFC? Not too sure about that. Admin Spec criteria I'm not too sure, but those friends and mates of mine who were AS, had very good A level results, 2-3 distinctions and above, and GP A1/A2.

  What about admin spec course for NS personnel? U heard of any NS personnel went for admin spec course before?

  Yes, but rare. You gotta be a clerk first, unless your NS unit has a lack of ppl, and you already hold a 3SG rank but are non-combat..that's what I heard from my friends.
