Well, I'm not living in Singapore, so I don't know how the rules apply there. I expect it'd be damned near impossible to get one in these days.
Back when I was living in Singapore, I got a Gerber Mark II and a double-edged Cliplock and I had to register both under my IC number. My understanding is that these days you can't even do that anymore. -

Gedanken if you not living in SG, but are sitll SG citizen how do they call you up for ICT etc? (Assuming you are still a NSman)
I'm thinking of moving out of SG on a long term basis. -

You think human body that super is it. if that knife hit you anyway in the body , you be out of action or stun for a while .... even if it does not kill you.
For your case, maybe due to you "short" thus resend a small target, but a normal health human will still present a decent size target. -

throwing a knife is not like throwing darts. You want to have a feel of it just take your kitchen knife and go try and throw-I can bet it'd fly sideways or downwards instead of straight ahead.

I've got a friendly local importer, but I'm not in Singapore. Getting it past Singapore customs would be a bit of a challenge, so I really wouldn't bother if I was there. Even over here you need to jump through all kinds of hoops to get one as a collector (proper storage facilities, police check etc), but good thing my guy helped me out so that I stay on the right side of the law.

yes the old SBO. I rod (or now you call ord) in 1995.
handle face up or down is up to individual, as long as you are comfortable, it don't get in you way, and don't lost it during mission...
some might attach it to some other location, but the most common is to the left strip of the SBO. -

Yeah, I thought it was attached to the left strap with black tape, but I couldn't remember clearly.
For that scabbard, handle up is the way to go. With my Gerber Cliplock, I used to have it on the strap handle down. -
