If I am the CDF, I will take a leaf out of the government's book...
I will use that year's defence budget on myself... 24months bonus with 30000% pay increase... just for that month. -
I would immediately revise the ranking for scholars and non-scholars system for senior officers

-People who wish to sign on the Army need to be properly interviewed and must at least go through BMT and receive good comments from CO. -

reduce NS to 1 year n reservist to 6 years...
therefore with this 1 year NS, sispec n ocs course will be reduced accordingly to fit into the time frame -
make the military a long term career option. that means while you're in the army you give your best, knowing that at the end of your career you have some assurance you can have a skill set that is still useful in the 'outside' world.
Give more abled officers a chance to study in a foreign military institution, to hone their military skills. To have a local mil institution (OCS does not count) would not justify the tax payer's money. -

i dun tink CDF got that much power to change so much things.
either Defence Minister/MINDEF, or SAF Council can propose changes.
in the end, all this changes they made, PM need to approve it.

Hmm, I think I would start a new Battalion of Gurkhas just for the Army.
Raise the pay of all NSF 3X.
Let them customise thier own geras that they want to go to war with. -
