  majority of my clearance are signed on the last day. cos those people on the form insisted on signing it on the last day.

  yes. either get the 2ICs to 'sign for' or ask ur clerk to get the signature for u.

  then S1 is the last person to sign your clearance form
  
  then CO is the one who sign your COS!
