  If a MO or any other Medical staff senses that a cadet's life, health being is at stake, with the safety officer, not around, is he able to cease the activity by overriding the commands given by a higher ranked officer?

  but if the situation calls for it, why not.
  
  I am assuming of course it is an MO, a person who is medically qualified to assess the situation and say if it's going to prove a risk to life.
  
  Although medics are trained, on the ground they should seek to advice commanders on what to do... and not outright try to overide their decisions.
  
  But then again... a life is a life. If it's glaringly unsafe, just say it.
