This is precisely the point.
We all think we can kill when the situation arises, when our buddies are shot, when there is anger, when our survival is in question. What makes us so sure?
The investigation calls this general assumption into question. Besides, how many soldiers, S'porean included, who have gone on to the battlegrounds will openly admit they chickened out/ hesitated/ pretended not to see/ evade taking action?
I am inclined to believe that our soldiers will succumb to brainwashed psychopathic enemies who take killing as second nature.
So, let's brainwash them recruits!
