anyway, from my understanding (i haven referred to some directive or GOM), half-uniform is not allowed as book-out attire, i.e. when you are not working. in the case of guys working outside, say for NDP, wearing that is allowed. if they are subsequently allowed to go home in that attire that is probably with the explicit consent of their RSMs or equivalent.
