It may not be wise to issue live rounds for guard duty in peace time except for sensitive installations where regulars should be deployed instead. In my opinion, young NS servicemen may not be mature enough to handle live ammunition in peacetime. Perhaps they can be issued with taser guns instead.

Wrong. He was not on or in the course of duty or employment once he left the camp - because his duty/employment does not allow/require him to take the rifle home or to orchard road without authorisation.

ARMY Corporal Dave Teo Ming has been charged for unlawfully carrying firearms under the Armed Offences Act on Wednesday.
He was arrested on Monday in a third-floor toilet in the Orchard Cineleisure mall, dressed in a black suit and tie.
With him were the missing assault rifle and live ammunition taken from the camp where he had been on guard duty.
The lean-built full-time national serviceman, one-month from completing his NS stint, triggered an islandwide manhunt after he went absent without official leave with the loaded SAR-21 rifle.
He will be in remand for another week pending further investigation.
The case will be mentioned again on Sept 12.
Another man, Ong Boon Jun, 21, was also charged. He is accused of knowing that Teo was carrying the rifle when they were at a hotel in Geylang.
