Is This Idea Feasible?

To be able to take IPPT in any countries via the respectives embassy or consulates?
I mean, we have citizens going in and out of country for work/study/vacation that sometimes they are not able to take their IPPT locally by their birth date deadline...
So wherever they are, then they are able to take or attempt the stations without being charge for not going to RT when they came back... -
