It's reservist disruption & not deferment in your case (overseas studies). I take it you're not asking to disrupt NS itself, so as to make it to campus before the semester begins its new term.
Yeah, you'll be to submit proof to get a long-term exit permit. It's better to do it via your reservist unit if you're already posted to one or have received a SAF 100 call-up. But the other method is also fine. Just that the roundabout route may take longer to process your application, cuz they'll need to forward it to your unit for approval first.
