However he can apply for exit permit of up to 5 years.

If you haven't receive a SAF 100, then apply for the exit permit as per normal (3 months or more away) online or by post/fax. In turn, your unit shall be informed & won't call you up until it receives evidence you've returned home. You can renew or extend your exit permit from overseas.

Otherwise, can safely act blur & apply "normally" for EP. I'd rather do everything via my unit out of convenience, but that's a personal choice.
What evidence are you referring to for them to confirm I am back in Singapore?Immigration Dept can confirm your passport arrivals/departures.
