  Ytd nite while i boarding MRT home, I tink he is either a recruit or private( cos no rank) on his no 3 but wearing army boots with garters on his pants.
  
  Is this the new dress code for no 3?

  MP/RP are allowed to have this dress code.
  
  Since some of them are mainly office bound or guard room bound
  
  saw a few of them in this attire at PLC.

  why not? during my time in ns.. i also wear like that for parade training.... this is also one of the dress code...
