Is it true that all regular Guards and Infantry specs have to serve their Sect Comd tour in ADF?

High possibility. You have to finish a sec com tour in a normal unit first before being a sec com in the unit you mentioned above.
Incidentally many PP fellas choose to leave the army early after being posted there. =/

Coz ADF hierachy abit diff from normal units.
Sect comdr at ADF holds the rank of normal units platoon sergeant, csm equivalent.
