Airforce, Navy got less cuz no need to chiong sua so their uniforms wear out more slowly? The 260 allocation for Army needs to take into account the Commandos and Guardsmen after all. I think they do it this way for administration simplicity even though people like HQ clerks really should get less credits as they need less.
