SINGAPORE: A 19-year-old has been charged for causing death by a negligent act in which a military Land Rover rolled backwards and killed full-time National Serviceman Second Lieutenant (2LT) Nicholas Chan Wei Kit.
Muhammad Abdul Qaiyuum Bin Muhammed Iskander is alleged to have engaged the reverse gear and stepped on the accelerator, causing the vehicle to surge backwards and roll over 2LT Chan on July 3 last year.
2LT Chan, a Motor Transport Officer, was taking delivery of the SAF land rover in Seletar Camp when the incident happened. A recovery vehicle, activated half an hour later, managed to lift the Land Rover.
A medical team from Seletar Medical Centre tried to resuscitate 2LT Chan. The 21-year-old was sent to Changi General Hospital where he was pronounced dead.
Muhammad Abdul Qaiyuum was in court with his family and his lawyer, Mr A R Marican, for yesterday's pre-trial conference. Mr Marican told reporters he would make representations to the Attorney-General Chambers. The next pre-trial conference is scheduled on February 8.

Yea. Why are such things happening these days? These kinda things wont happen last time. I going NS next year, see all these news will scare me.
I believe a vehicle wont roll for no reason unless its a slope. But who would want to inspect a vehicle on a slope?
with 3 safety checks of 2 types of vehicle brakes and two physical metal wheel chokes, can a vehicle still roll backwards?
A full-time National Serviceman (NSF), Second Lieutenant (2LT) Chan Wei Kit Nicholas, a Motor Transport Officer, was taking delivery of a Singapore Armed Forces (SAF) Land Rover in Seletar Camp at about 11.30am. The Land Rover had been sent there for servicing. 2LT Chan was inspecting the vehicle when it rolled backwards and hit him. 2LT Chan was found pinned under the vehicle.
A recovery vehicle was activated at about 12.00pm and managed to lift the Land Rover at 12.30pm. A medical team comprising an SAF doctor and two medics from the Seletar Medical Centre attempted to resuscitate 2LT Chan immediately. He was sent to the Changi General Hospital (CGH) at about 12.35pm and he arrived at the hospital at about 12.50pm. The SAF doctor and medics continued their attempts to resuscitate him en route to the hospital. 2LT Chan was pronounced dead at 1.07pm at CGH.
The Ministry of Defence (MINDEF) and the SAF extend their deepest condolences to the family of the late 2LT Chan. MINDEF will assist the family in their time of grief and is investigating the incident.

Is it becos he just commision that made him unsure about the safety protocols which led to the accident? Its very rare for such an occurance to happen with vehicles. I've seen many accident reports before and never 1 which is cause by the vehicle rolling back when its stationary.

Shouldn't the SCDF be the first responder to this? They have specialised equipment to lift the vehicle and extricate people pinned under.

Since this happened in a SAF Camp, the medical centre will be activated 1st.

20k is nothing compared to the effort and money spent to raise him up...and he died just like that. I feel sad for his parents. seriously, SAF should do something about the increasing death incidents. From regulars, to officers, to recruits...damn it. If only NS could be banned or something, potential deaths could be prevented and lives could be saved.

That's the SOP, but what good is that SOP when the SCDF clearly has the expertise and/or the equipment to extricate people pinned under vehicles.
Sorry, there's procedures, and there's also common sense. Fine , activate the MC, but also call the SCDF ..

usually payment amount also varies with scale range dependable on rank of soldier...
