i am PR and now serving my NS in Singapore, and recently i have received a letter for ICA says that my application for Singapore citizenship was successful. Since im now holding 11B and need to go to dont know where to collect my blue IC in order to exchange with a pink IC.and how long does it take to collect my blue IC? Do i need to make a appointment first or just walk in and collect?

You might want to try calling ICA up and tell them that you are serving NS now, and thus you do not have your blue IC with you.
After that, ask them for advice on the next step to take - odds are they will either hold onto your pink IC for you now, or they will ask you to direct them to your Chief Clerk to handle the issue.

Dumb.
So many singaporeans leaving the country and you give up your citizenship in your country to become a singaporean and even waste 2 years of your life serving ns.
I got foreigners friends whom you should learn from them.
They only want to become PR don't want to become singaporean so that anytime they not happy they can fly back to their country.
You should do that too
