No such logic. All coys will have chances to get PES A/B and C generally though some have higher odds than others. Only certain coy are fix like PES BP are always in Eagle etc but the rest are generally always rotating.
JC/poly just affects when you enlist and which coy you get depends on which coy happens to rotate to take your PES at that period.
