They have powers to arrest and detain if you try to run or refuse to give your 11B. If they got no powers to enforce, they are not policemen liao....
In some cases, when they need to make official arrests after investigations...or they need to investigate some cases, you can also see them armed with pistol and handcuffs - so you think they got authority anot?

Noone can blame u for choosing to wear your cap even though all lao jiao treat ppl wearing caps as RECs cos only they will obediently wear headdress when out of camp. How lao jiao differentiate the new soldiers from the old birds is by seeing whether they know which rules in SAF can be bent and which must strictly be followed :p
MP's job is to catch any SAF personnel who breaks the rules so it is their business to catch anyone in any non appropriate attire etc. However headdress is something almost everyone including regulars don't follow that nooone really enforces it.
