U must take IPPT and fail in order to go RT...or else you'll be charge.

If I remember correctly you RT schedule must fit within the whole window.

Yes, it must. It will be a good idea for TS to start booking now.

Then we can safely confirm that the answer to TS's original question is Yes. You will be considered a defaulter if you did not complete your RT within that window.
IRIS is automated and can be inflexible once past certain points (unless you have medical issues), so the earlier you make arrangements the better.
