If deemed so, you will sign an acknowledgement notice of Medical Board, whereby your case statement is prepared for review discussion at the monthly medical board meet (usually at the Formation/Division HQ) with another NSF CPT MO and the Chairman (SAF Regular Medical Doctor of MAJOR rank or above). Your Medical Board result will be post mailed to you by your respective NSHRC (Formation NS Hub).
FYI, PES is http://en.wikipedia.org/wiki/PULHHEEMS.
1) Go to Public Hospital / Private Specialist.
Note: You will be classified as a subsidised patient if your first visit is via:
2) Consult specialist, and
do whatever medical check ups required. E.g. physical
exam, blood test, x-ray, CT scan, MRI scan.
3) Specialist gave a finalised clinical diagnosis.
4) Get the specialist to write you a
memo which is to be given to
SAF MO. Those who can and are willing to spend some
more money can get him/her to write you a specialist report,
which is more precise and detailed.
Note: For not to
waste time and money, please be more direct yet humble. Request the
specialist to write about reviewing of PES and medical
board / anything specific such as any
excuses to your conditions.
5) Book an
medical review appointment using the eHealth module @ www.ns.sg (for NSman
Reservists).
Just go down to your camp medical centre
(for NSFs).
Call CMPB @ 6373 1340 to request another
PES review (for Pre-Enlistees after CMPB
Checkup).
6) Make a trip down to the respective unit camp medical centre. Give the MO whatever supporting documents you have in hand. E.g. Specialist memo/report (most usually the case and highly recommended), x-ray films, CT/MRI scan report, blood investigation lab report... etc.
7) MO will decide whether you are deemed eligible for KIV downgrade, according to the criterias set in the "PES Bible" directive. E.g. Diagnosis, Extent of Diagnosis, Degree of Diagnosis/Injury/Illness/Disease...etc.
8) If deemed so, you will sign an acknowledgement notice of Medical Board, whereby your case statement is prepared for review discussion at the monthly medical board meet (usually at the Formation/Division HQ) with another NSF CPT MO and the Chairman (SAF Regular Medical Doctor of MAJOR rank or above). Your Medical Board result will be post mailed to you by your respective NSHRC (Formation NS Hub).
Time and time again, the questions for Medical Review (Downgrade) is repetitive. Therefore, this serves as a general SOP for Medical Board.
Extract from www.mindef.gov.sg/nsmen:
NSmen must update their NS HRCs if they should
develop any new medical condition or if their existing medical
condition has worsened which might affect their ability to perform
their duties during ICT. Arrangements will then be made for them to
attend a medical review at the SAF medical centre to assess their
fitness for NS.
The NSmen MUST bring along all investigation results and
memorandums from his external physician/specialist during the
medical review. Depending on the outcome of the medical review, the
NSman may be given a medical certificate to defer him from ICT, be
scheduled for a medical board to downgrade him if his medical
condition is significant, or referred to a restructured hospital
for further investigation. In the event that the medical officer
determines that the NSman’s medical condition will not affect his
ability to participate in the ICT, he will allow the NSman to
attend the ICT.
Good Morning Eac,
I suffered slip disc throughout my BMT, but was OOT/OOC.
It occurred during Dec'12 and I continued with training with an undiagnosed condition while wait for appt in Feb'13.
Scheduled for MRI scan on Mar'13 and results came out on Apr'13, the week that I will be POP-ing.
I shown my medical memo to my OC/PC before proceeding to the MO. They were shocked that I'm able to undergo all those training with a slip disc, and they're unable to decide whether to OOT/OOC me as I have completed all activities for BMT.
Together with my PC we reported to the Tekong Medical Centre and file up the Service Injury Report on 12 Apr 2013, the day before POP. The MO vet through the memo and deemed that my condition was serious and EXCUSE me from various activities which resulted in POC.
Till now I have yet to heard of any news regarding to the status of the injury report, it have been almost 4 months.
May I know how to you check the status of the submission of the report, I'm currently in unit and the report was submitted back in BMT at Tekong.
Please seek assistance at the NS unit's S1 Manpower Branch. In there, there are S1 Manpower Officer, Deputy S1 Manpower Officer and Chief Clerk to help and update you on follow-up on progress status.

I have already spoke to the unit S1 Branch Chief Clerk, he mentioned that he was not able to track down the records in the computer system. He refered me back to the Medical Centre, but to and fro when I ask the medic to please help me track the status of the report, medic said they're unable to do so as the MO only in charge of the Medical Officer's input section of the service injury report, and tai-chi ping-pong me back to S1 Branch.
As this has changed from a medical case to an administrative one due to service injury report, it has to be the responsibility of the S1 Manpower Branch.
Please call the 24/7 NS hotline at 1800-3676767 to
speak to a customer service officer to help you to transfer your phone call to the relevant department for assistance.

Hi, my PES is B2L3.
So for NAPFA, even if I pass or fail, attend or don't attend, go or don't go also no problem/ never mind?
According to the iPrepNS @ http://iprep.ns.sg/,

Types of Basic Military
Training
PES A/B1
BMT
This 9-week programme trains combat-fit recruits in the basic
military skills to prepare them for advanced vocational training.
The programme includes weapon training with the SAR 21 rifle which
will teach recruits technical handling and marksmanship skills; a
Battle Inoculation Course that simulates a real battlefield; a
Field Camp which develops basic survival skills; progressive
training to complete a 24-km route march which builds combat
fitness and endurance; and hand grenade training.
For those who fail to achieve the
NAPFA test silver award, they are required to undergo an 8-week
Physical Training Phase (PTP) prior to the PES A/B1
BMT.
PES BP
BMT
As evidence has shown that obese recruits are able to achieve
optimum fitness levels and weight loss in about 19 weeks, the new
BMT programme for recruits with Body Mass Index (BMI) scores
exceeding 27.0 will be 19 weeks. This BMT programme is designed to
help obese recruits improve their physical fitness progressively
while equipping them with basic soldiering skills and
knowledge.
PES B2
BMT
Enlistees who were PES C1 previously underwent a 7-week BMT
programme. The new 9-week PES B2 BMT programme will be conducted
for recruits who are medically fit for deployment in selected
combat and combat support vocations, such as signal operators,
combat medics and naval system operators. These recruits will be
given a new medical classification of PES B2, in place of the
existing PES C1 classification. This is to ensure that the medical
classification of our soldiers is consistent with their deployment.
The new 9-week programme will include customised physical training,
as well as basic combat training to prepare them for their combat
and combat support roles.
PES C
BMT
The 9-week BMT programme will be conducted for PES C recruits. This
programme will include light physical training and vocational
training to prepare them for combat service support vocations, such
as service medic, and those related to logistics and
administration.
PES E
BMT
The 4-week BMT programme will be conducted for PES E recruits. This
programme will focus on, vocational training as well as National
Education, SAF core values, regimentation and discipline to prepare
recruits for combat service support vocations.

Hi, I thought that your case will be pretty straight forward....get a phone and call up your current camp chief clerk to arrange for a medical review....your case should be sent to Medical Board for downgrading....my former camp mate also had your same medical condition and was downgraded. Its unusual that they lost your medical file...I don't think its lost....Actually when they OOC you, they should follow up a medical review in some months time...

What PES status are you now? Have they downgraded you? They should have a hardcopy of your medical file in your current camp. Ask your chief clerk to check the hard copy medical file (if they have it)...if I am not wrong, I think they must schedule you for medical board...while you wait for medical board, they will send you to a different unit (usually storeman/clerk/cook/admin) units...while you wait for the medical review...have they done this already?
Hi guys, need your help, I'm NS man, currently excuse boots, uneven ground and heavy loads, will I fail my overseas FFI for reservist?
Hi all Medical Officers, I'm NS man, need help to confirm if all medical statuses and revocation request issued during NSF days are available in the system for viewing by the current MO? For example, if I were to request to reprint a revocation request issued by the medical officer at that time during my NSF days, can I still get it?
Originally posted by 02194:Hi guys, need your help, I'm NS man, currently excuse boots, uneven ground and heavy loads, will I fail my overseas FFI for reservist?
I don't think so....you may still have to do reservist with those excuses....unless they down PES for you to permanent status and eg. light duties....become a storeman/clerk (still must do reservist)....

My excuse boots status is permanent but each time is extend to only 84 days, MO said excuse status renewed as and when necessary. Specialist letter was submitted but medical condition not listed under their pink book therefore such an arrangement was provided instead.
Currently pes c2 L1, ICT report in civilian clothes. Never have to touch army boots again. Learned that excuse status more powerful than pes downgrade in my own case. The issue is in my unit, once excuse boots, need not go outfield. PC said deferment of overseas ICT is high chance due to my condition if going thru him, but if I were to see the MO and he fails my overseas FFI, than there is another avenue should the deferment not be approved....
P.S. has anyone seen a case during mobilisation that someone reports in full civilian attire without FBO, I am informed of mob in a few months time, and with excuse boots, isn't it pointless to bring FBO...you're already not in no 4...so why bring FBO?
The medical board works pretty fast....if they didn't schedule your case, maybe your case is minor problem only that doesn't warrant a downgrade.
Originally posted by Demon Bane:In that case I think you better seek advice from those experts here....no matter what, you must still serve reservist....in civilian clothes, hmmmm....did they also post you to become a clerk/storeman etc. ? What's your vocation now?
I am recovery mech before the excuse boots status...if not wrong, already went through 4 high key and 2 low key ict already...so now pc say I will not go outfield because he take it that if excuse boots means excuse no 4, so will probably help out at armskote...

I think revocation depends on your unit's operational needs. I was downgraded 3 years back to C9L3. This year, I called my unit S1 to ask if it's possible to revocate me to a non-combat vocation.
She replied me that it is impossible for me to revocate. The only solution now, according to her, is for me to inform the commanders during in-pro that I am now C9L3 so they can give me sedantry duties to do.
I believe similar arrangement is also used in 02194's unit.
Originally posted by Demon Bane:I am wondering why they haven't change your vocation.....maybe you ask your MO about this?
yet to revocate, only recently got the excuse boots status, as for revocation, have yet to bring it up with S1...will check with MO....but off service, do you have any excuse status or perhaps what was the reason for your downgrade?
During the reservist I had just last month ago, the regulars all commented how safety was a priority following the high profile deaths in the army, and MO are to permit all cases as genuine...which means that they want to remove the stigma of reporting sick due to even minor cases...commanders have also been ordered to task safety as number 1 priority. I think it is a step in the right direction considering how the older batches were treated...if you know what I mean...The regulars even commented that the saying among them is that Army is more like a child care center these days...
