Hi guys.
i just want to ask i have a skin problem/allergy since i'm young.
my skin looked normal but when i'm out for school camp (sleep in tents/ dirty enviroment) i get rashes everywhere around my body. i don't know is this normal to people or not but it sure give hell to me. i'm just wondering will this downgrade my pes status?
note: i have not seen a specialist yet and i don't know what to do.
As simple as ABC.
As usual, please refer to this guideline:

FYI, PES is http://en.wikipedia.org/wiki/PULHHEEMS.
1) Go to Public Hospital / Private Specialist.
Note: You will be classified as a subsidised patient if your first visit is via:
2) Consult specialist, and
do whatever medical check ups required. E.g. physical
exam, blood test, x-ray, CT scan, MRI scan.
3) Specialist gave a finalised clinical diagnosis.
4) Get the specialist to write you a
memo which is to be given to
SAF MO. Those who can and are willing to spend some
more money can get him/her to write you a specialist report,
which is more precise and detailed.
Note: For not to
waste time and money, please be more direct yet humble. Request the
specialist to write about reviewing of PES and medical
board / anything specific such as any
excuses to your conditions.
5) Book an
medical review appointment using the eHealth module @ www.ns.sg (for
NSman Reservists).
Just go down to your camp medical centre
(for NSFs).
Call CMPB @ 6373 1340 to request another
PES review (for Pre-Enlistees after CMPB
Checkup).
6) Make a trip down to the respective unit camp medical centre. Give the MO whatever supporting documents you have in hand. E.g. Specialist memo/report (most usually the case and highly recommended), x-ray films, CT/MRI scan report, blood investigation lab report... etc.
7) MO will decide whether you are deemed eligible for KIV downgrade, according to the criterias set in the "PES Bible" directive. E.g. Diagnosis, Extent of Diagnosis, Degree of Diagnosis/Injury/Illness/Disease...etc.
8) If deemed so, you will sign an acknowledgement notice of Medical Board, whereby your case statement is prepared for review discussion at the monthly medical board meet (usually at the Formation/Division HQ) with another NSF CPT MO and the Chairman (SAF Regular Medical Doctor of MAJOR rank or above). Your Medical Board result will be post mailed to you by your respective NSHRC (Formation NS Hub).
Time and time again, the questions for Medical Review (Downgrade) is repetitive. Therefore, this serves as a general SOP for Medical Board.
Extract from www.mindef.gov.sg/nsmen:
NSmen must update their NS HRCs if they should
develop any new medical condition or if their existing medical
condition has worsened which might affect their ability to perform
their duties during ICT. Arrangements will then be made for them to
attend a medical review at the SAF medical centre to assess their
fitness for NS.
The NSmen MUST bring along all investigation results and
memorandums from his external physician/specialist during the
medical review. Depending on the outcome of the medical review, the
NSman may be given a medical certificate to defer him from ICT, be
scheduled for a medical board to downgrade him if his medical
condition is significant, or referred to a restructured hospital
for further investigation. In the event that the medical officer
determines that the NSman’s medical condition will not affect his
ability to participate in the ICT, he will allow the NSman to
attend the ICT.
Hello Mr eac.
I am a ORDed/ NSMen personel.
I once had this back pain so bad that I could not get up from bed.
I am currently pes B2 IIRC.
Is it possible to go to a specialist to request for a letter for downgrade?
If yes, is there any recomendations of specialist clinics I can go?
Thank you for reading this.
Yes, you may.
You can always go to any public hospitals' specialist outpatient clinics (SOC).
However, since the underlying cause of your back pain is not known because there is no finalised clinical diagnosis, so it is vague and the specialist cannot just anyhow write the memo without proper diagnosis.

Hello Mr eac,
Thank you for replying, I will go try it.
Pardon my ignorance but what is SOC? Do Changi Hospital have it? Do I just ask at the counter?
Specialist Outpatient Clinics (SOC).
Please be aware that if you just self-referral/ walk-in directly into a public hospital without a polyclinic referral letter, you will be charged at a private patient rate instead of subsidized rate.

Hi Mr eac,
I understand, thank you for your guidance, will go to a polyclinic.
Public Hospital Specialist.
Note: You will be classified as a subsidised patient if your first visit is via:
Public Hospitals
Patient Classification
You are a private patient:
- If you specify the name of the specialist you wish to see. OR
- If you are referred by a private practitioner or hospital. OR
- If you are referred by a restructured hospital where you are a private patient. OR
- If you are a foreign resident or non-resident of Singapore.
You are a subsidised patient:
- If you are a Singapore Citizen or Permanent Resident and referred by a polyclinic. OR
- If you are referred by a restructured hospital where you are a subsidised patient. AND
- You do not specify the name of specialist you wish to see.
Hello Mr.Eac
I'm currently in PES B2L2. I'm awaiting to be enlisted into BMT.
However, last month, I had a lung surgery reason being that my left lung collapsed. I have the doctor's letter as well. Do I send an email to mindef or I have to go down personally and have my PES re-graded?
Also, any idea what PES do people with my problem usually be in?
Thanks!

Hi, I have been seeing people saying 'medical boarded' when dealing with down pes cases. Can someone tell me what does 'medical boarded' mean? Does it mean you need to go down to the medical board personally?

Hello, I've been posted B1L1, I've went for a review and submitted a specialist letter from my orthopedic, I've a memo and x-ray which shows that I've a slanted left knee cap (patellofemoral malalignment), what will be new PES be and will I be excused from some stations of the IPPT (difficulties in standing broad jump, shooting pain arises when landing at certain angles)
Anywhere from PES B2 to C range.
Perhaps with permanent/ temporary excuse RMJ (Run, March, Jump) activities.

Dear Moderator,
I'm an NSman (category Y1) and I've recently developed acute neck pain that radiates to the shoulder after lifting something heavy overhead. I went for an MRI and have been diagnosed as follows:
- C4-5 disc prolapse with annular tear (no leakage)
- C5-6 disc prolapse
- Indenting of thecal sac with no nerve impingement
I'm already C2L2 for lower-limb issues but the specialist recommended further downgrading with several permanent excuses due to the slipped discs in my neck. He also recommended me to go for physiotherapy for pain management through neck-traction to alleviate the pressure in the cervical spine.
Any idea if there is a chance that I will be downgraded further? Also, are slipped discs in the neck (cervical discs) considered to be more serious as compared to those in the back (lumbar discs)? I understand the herniated cervical discs are less common than lumbar discs and may be more complex to treat.
Thank you.
Both problems will further down to PES C9, but still within PES C range.

Thanks for clarifying! Cheers
Hi, I failed the ECG test (Pre-enlist medical checkup) and was sent to the National Heart Centre. The result came out fine. The last visit was back in January. It stated that my PES D status will expire on 29/01/2014. But till now it is still PES D. I was wondering if this was normal.
Please call the 24/7 NS hotline at 1800-3676767 to tell the customer service officer on this administrative oversight.

Thanks for the advice! They will notify me via phone. =)
Hi,
I'm 20 this year and just completed my poly studies.
Previously during my Medical checkup review, i only briefly told the MO that I had Gastric problems and mild anxiety issues. I was then issued the Pes B1L1.
However lately, my gastric problems has been worsening and my parents are worried that I may not be able to handle the B1L1 posting etc. They urge me to declare and down pes beforehand, in case my problem occurs during my BMT period.
*Would just like to ask who should I inform my problem to and what items would be needed? Eg: memo, reports etc.
Also, can i have a brief description of the difference between Pes B2 and C? Heard many stories about how Pes B2 sucks tho... And in the case that I got into Pes C, will I still be able to participate in combat activities?
Thanks in advance.
