FYI, PES is http://en.wikipedia.org/wiki/PULHHEEMS.
1) Go to Public Hospital / Private Specialist.
Note: You will be classified as a subsidised patient if your first visit is via:
2) Consult specialist, and
do whatever medical check ups required. E.g. physical
exam, blood test, x-ray, CT scan, MRI scan.
3) Specialist gave a finalised clinical diagnosis.
4) Get the specialist to write you a
memo which is to be given to
SAF MO. Those who can and are willing to spend some
more money can get him/her to write you a specialist report,
which is more precise and detailed.
Note: For not to
waste time and money, please be more direct yet humble. Request the
specialist to write about reviewing of PES and medical
board / anything specific such as any
excuses to your conditions.
5) Book an
medical review appointment using the eHealth module @ www.ns.sg (for NSman
Reservists).
Just go down to your camp medical centre
(for NSFs).
Call CMPB @ 6373 1340 to request another
PES review (for Pre-Enlistees after CMPB
Checkup).
6) Make a trip down to the respective unit camp medical centre. Give the MO whatever supporting documents you have in hand. E.g. Specialist memo/report (most usually the case and highly recommended), x-ray films, CT/MRI scan report, blood investigation lab report... etc.
7) MO will decide whether you are deemed eligible for KIV downgrade, according to the criterias set in the "PES Bible" directive. E.g. Diagnosis, Extent of Diagnosis, Degree of Diagnosis/Injury/Illness/Disease...etc.
8) If deemed so, you will sign an acknowledgement notice of Medical Board, whereby your case statement is prepared for review discussion at the monthly medical board meet (usually at the Formation/Division HQ) with another NSF CPT MO and the Chairman (SAF Regular Medical Doctor of MAJOR rank or above). Your Medical Board result will be post mailed to you by your respective NSHRC (Formation NS Hub).
Time and time again, the questions for Medical Review (Downgrade) is repetitive. Therefore, this serves as a general SOP for Medical Board.
Extract from www.mindef.gov.sg/nsmen:
It is crucial that you update your NS
HRCs if you develop a new medical condition or if an existing
medical condition has worsened, which may affect your ICT
performance. This is so that arrangements will be made for you to
attend a medical review at the SAF medical centre to assess your
fitness condition for NS.
You MUST bring along all your investigation results and memorandums from
your external physician or specialist during your medical review.
You may be given a medical certificate for ICT deferment, be
scheduled for a medical board to downgrade you if your medical
condition is significant, or be referred to a restructured hospital
for further examination depending on the outcome of your medical
review.
If your medical condition is deemed suited for ICT participation by
the medical officer, you will then be allowed to attend
ICT.

Hi all,
My 2-year NS journey is ORD in 2 months. Sharing that since my PES A/ B combat BMT, I had OOC due to eczema flare up which spread all over body.
Before I enlisted, it was only my neck, front elbow and back of knee. Went to NSC specialists or western doctors, they gave me drugs which were all unsuitable for my conditions. So thru NS, I was on medical excuses till April 2014, I found a TCM sinseh medicine I'm able to keep it under control.
Now it's Jan 2015, the MO had deemed me fit for BMT FFI regardless of my explanation as Pulau Tekong environment is bad for skin conditions, even for acne/ pimples. MO also stated that TCM sinseh memos aren't recognised by SAF, just like in school time.
My parents spent $$$$ since young due to this skin allergy. Before I was on this TCM treatment, I consulted a private clinic doctor. The medicine he gave me put the skin allergy under control but it became on and off due to body tolerance.
Asked PC's advice. I went back to the private clinic doctor to request a memo. He gave me a memo for camp MO for recomendation to excuse BMT as well as physcial trainings and uniforms for 90 days. Will the MO endorse the GP memo?
I understand some people can endure the mild ones but I just can't stand is those who just don't completely understand that didn't have this skin condition aggravated with itchiness. Once both arms were like having chicken pox red dots. When I bathed, there were open wounds stinging like salt going into them. During BMT, the 'One for All, All for One' motto resulted in the whole platoon of recruits under the sweltering, sorching sun during marching drills. It's like having open wounds on body and the glistening sweat trickled into it worsening the condition. Speaking up voicing out for all eczema patients. It's your skin, your body. Treat it with care, if not you will regret.
PES now is C9L9, and the BMT recourse is for PES C personnel. The trainings all these I can take it but the only issue is the environment over there isn't suitable for skin problem patients...

Hi there,
would like to know that if got downgraded to a permanent PES (e.g C9), will the soldier be upgraded if condition improves?
Thanks.
Refer:
http://sgforums.com/topics/search?q=PES+Upgrade&commit=Go&type=topics
When a permanent PES is approved, it will not be "auto-upgrade".
Unless you want to upgrade your PES by one's own free will, you must get a hospital specialist memo to verify and certify that you are fit enough to voluntarily upgrade PES.
Hi all, anyone know what would be the most likely PES for renal artery stenosis(narrow kidney artery) can be due to atherosclerosis(fats, cholesterol stuck on artery) or fibromuscular dysplasia( rare, genetic narrowing of artery by change in shape). I also have high blood pressure(hypertension) 160-170/90, on blood pressure medicine now. Thanks much appreciated!

Hi,
I just POP from PES C BMT. Got posted to a camp in the east as a clerk.
The past 3 days I'm still not adaptive to the new environment. The office still didn't allocate a desk to me, a new bird NS private soldier being ignored by everyone, dumped into a storeroom kind of office at one corner. I tried to talk to build interpersonal working relations but no one seems to bother me. I've depression, anxiety-triggered attacks and started to feel a little bit claustrophobic.
I'd spoken to the in-charge of Manpower Branch office and also to the WO in-charge of me to request for a transfer of unit/ division to near my residence but they say it's subjective/ need approval from the higher-ups in the higher management/ echelon.
Is it possible to seek a transfer of the unit/ division? Most camps under this division are in the west, however I stay in the east. The main reason is of family issue that I've to return home by 7pm daily to help look after my disabled younger sibling and since my parents are both working...
Must I need to follow the proper chain of command (PS=>PC=>OC=>CO) or can I don't care just bypass the unit to directly contact CPC?
Thank you.
You can have a one-on-one interview sessions with your officer to highlight any problems you may have. If you have a personal or family problem that need to be addressed, do let the officer know — he may be able to give you some advice or time off to settle your problems.
You will also have access to Orientation Officers who may be able to help you if the need arises.
We also have counselling hotlines for you to call if need arises. The counsellors are experienced professionals. You can call them at the following counselling hotlines:
Please call the 24/7 NS hotline at 1800-3676767 to speak to a customer service officer.

Hi eac,
I spoke to the Warrant officer ystd already and today i'm on MC due to apptment to the psychiatrist.
But do you think it is possible to request for a change in division/unit?
Thanks.
You can also request the psychatrist to help by writing a memo to recommend a transfer.
However, as already mentioned above, any manpower transfer request from camp to camp is subjective as it needs approval from the higher management/ echelon, manpower requirement/ operational needs and vacancies at the camps.
Must will ought to just do it.
Accordingly, the corresponding letter must will ought to be endorsed by the MO to get his recommendation to medically support a personnel transfer to the S1 Manpower Branch as a vaild supporting document to prove the case?
