My relative had signed up under Joint-Poly-Scheme (5 years bond), after his o-level, to further his study in local poly. He did pretty well in his study and get the offer from NUS.
Now, my problem is: he signed on as a technician and currently is serving his NS, is it possible for him to apply others SAF scheme to further his study in NUS, during his current bond period? Must he complete his current bond, then can go uni?

I know one guy sign on in ITE...sign again for poly...finish poly then serve out his contract.
not sure if it applies to poly->uni.

I think the answer is NO. This is actually known as the "scholarship trap".
Because the vocation he sign on is only a technician, SAF does not need Uni level technician. So "usually" they will NOT allow the boys to disrupt to go Uni. SAF need the manpower they want through scholarship and other means. It care less about your individual needs.
Currently, there is this Local Scholarship Award (LSA) scheme that he can sign up for. Provided he secured a place in a local uni and on top of that he must gain the approval of his superior to disrupt at the 2nd year of his service to continue his studies.
However, after his uni he got to serve additional bond to his current one.
Better ask him ask his S1 branch chief clerk on these issues.

Nowadays and in the past, any tom, dick or harry can get into NUS. This is why diploma students find it way easier to get in now. They are opening up more places in the three local dumps and taking in almost anyone who applies. The number of places in the three local dumps add up together is a smaller number than the total number of A level and IB students. With the top 5% of A level/IB students creamed off overseas to top universities on scholarships, and another 20% of children of rich in JC and poly who only go overseas to study because its a lifestyle for them and they can well afford to, there is plenty of room left for non A level/IB students.
Supply larger than demand. What a joke.

It's Local Study Award. Not scholarship. LSA is same as ATA/SAS/SMS. All farmers.
