It is technically not allowed, and for good reason.
You're already going to be really hot and sweaty during route march. You still want to wear an admin T-shirt under it? Nuts. If you get heat exhaustion, and your commanders find out that you had been wearing an extra T-shirt, you can be charged.
If chafing and abrasion is a problem, then take preventive actions. Cover your nipples and all other problem spots with large medical plasters. That will go a long way towards preventing these problems without risking heat injury.

That doesn't mean that it's right for you to do it as well.
If any of those commanders ever got a heat injury, and he was found to have worn a shirt on the inside, you can be sure that his backside will be buttered good.
Like I said, you can solve the problem without creating another problem. Abrasions can be avoided with durable plasters in problem areas.
Don't be a goondu to risk heat exhaustion just to avoid getting minor abrasions!
I wonder if anyone tried wearing the skin wear, it's really cooling. Although I don't believe all the crap it state in the ad but for route march and etc, i think it's a good buy.
