Probably they want to recognise that Engineers are a siong vocation. But they don't want to raise their pay above ME5 or Officers or they will get jealous. So they instead handicapped the Good Honors ME4.

They have different job scope.
All the salary of mindef are placed $1000 above the market rate.
An engineer pay is about $ 2.8 K outside. The mindef engineer is $ 3.8 K.

I dont think the Army engineer is just referring to the combat engineer only. All these domain experts are professional jobs.

It depends. Some MEs are in spec's jobs.

Strictly speaking, ME are neither officers nor WOSpecs in the sense. However, there is a corresponding rank for each of the ME grades, and ME4 and above receive the same protocol as commissioned officers.

The MDES Army Engineer is NOT a Combat Engineer (i.e. those in the 3_ SCE). The only similarity between these two vocations is the word 'Engineer' :P
MDES Army Engineer refers to those under technicians / maintenance.
The ME scheme is not between but alongside. ME4 = LTA, ME3 = MSG.
And I think all ME are regulars. Never hear of NSF becoming ME. So although there may be confusion about who theoretically outranks who, in practice any ME (except maybe ME1 or ME2) will outrank the NSF.

Yep you are right, the ME scheme is alongside the WOSpec and Officer schemes. However, a slight correction, ME3 = 3WO to 1WO. MSG equivalent is ME2. ME4 = LTA & CPT.
All ME are regulars. A newly minted ME1 out of training is equivalent to a 3SG. Likewise, on the ground, an ME3 - WO equivalent - still gives the due respect to his PC who could be a ME4 or NSF 2LT. From my observation, the issue on 'outranking' is not really emphasised as much in today's SAF. I have observed a regular LTA address an ME4 as 'Sir', likewise I have observed an ME4 (PC appointment) address his fellow ME4 (OC appointment) as 'Sir', too.
In practice, it is more important to respect each other's appointment and place within the organisation :)
