Up PES: Must Need Specialist Memo to Verify/Certify Fit 1st?

Hi guys im going to enlist this coming August 13th. I am currently in pes c2l9, which i am hoping to up pes. Reason being i wan to experience the normal bmt instead of the modified one which pes c would go through, which i think i am able to.
The reason why i am in pes C is due to an minor laser surgery for my eye i did back in October 2012, which was quite sometime ago. Due to this i cannot have any impact or trauma to my head thus i was given the excuses : excuse contact sports and unarmed combat. Its been quite some time since the surgery which i went for checkups every now and then. Everything is fine, which i thought i would want to try to up pes since i dont think in NS i will be doing anything that would create any form of huge impact on my head. I asked those who served NS and they also thought they did not have any exercises etc that would create impact on their head.
Another reason why im in pes c is due to my hearing(cant hear high frequency if im not wrong) which i am excused from loud noise vocation, explosives and grenades and also loud noise environment. Some of the cases i heard even though they have the same problems and excuses as me but they were still placed in pes B.
I somewhat understand they placed my in pes c as they have to due to my condition, but i just want to try to up pes if possible to experience the pes a/b bmt and so on which i am fit enough to(i dont want to slack my ns life away)
I guess my chance of up pes-ing would be low but i just wanna try, if really i have to stay in pes c i will still do my best in there.
So if i apply for up pes now (which i know is kind of late) would my enlistment date be delayed? im worried that if they delay my enlistment due to having to review my pes but still put me in pes c after the review, which then means i would have delayed my enlistment for nothing.
Or should i apply for up pes when entering the bmt, which at that time i visit the MO?
and after that if i manage to up pes to at least b would i be able to go to the normal bmt recourse?
or would they just put me in pes b without the recourse since i would have completed my pes c bmt?

You will and must get a hospital specialist to write a specialist memo to verify and certify that you are fit enough and recovery well so as to upgrade PES to combat-fit.
As the saying goes, "No specialist memo, no talk. Got specialist memo, got talk."
