I REFER to the letter, 'Review NSmen's allowance' (ST, Jan 31), by Mr Khan Hong Chiew.
National service (NS) is a duty performed by all male Singaporeans and permanent residents, upon reaching the age of 18 years, to safeguard Singapore's security and sovereignty.
It is not a form of employment where remuneration is pegged to market rates.
Operationally Ready National Servicemen (NSmen) who perform NS duties receive make-up pay, which is calculated on the basis of their civilian salary. Full-time National Servicemen (NSFs) receive a
monthly allowance that is meant to help cover their basic monthly upkeep, as most of them stay in camps where lodging, food and clothing are provided.
The Ministry of Defence (Mindef) recognises the sacrifice and contributions of our national servicemen. We regularly conduct reviews of NS allowances, taking into account inflation, the cost of living and the level of responsibility shouldered by them.
The last revision was made in July 2002 when there was an increase in NS allowance across all ranks by about 50 per cent.
A recruit's monthly allowance was raised from $240 to $350, a combat specialist holding the rank of Third Sergeant had his allowance increased from $420 to $660, while a Second Lieutenant had his allowance increased from $650 to $970.
NSFs also enjoy concessionary travel rates on SBS and Tibs buses, and the MRT.
Mindef believes that the current quantum of allowances is sufficient to meet the basic upkeep of our NSFs. If a serviceman should face financial hardship, there are financial-assistance schemes he can apply for. He may approach his unit manpower officer or immediate superior for advice and assistance.
